FORT SHAFTER, Hawaii - The U.S. Army Corps of Engineers Honolulu District completed a successful Fiscal Year 2012 (FY12) during which 506 contract actions were awarded totaling $316,128,089.00. In support of its Small Business Program, the District awarded $152.6 million or 51% of its total FY12 new contract and task order dollars to small businesses, exceeding the yearly U.S. Army Corps of Engineers’ small business contract award goal of 43%.
District contract actions signify the Corps' commitment to provide high-quality facilities to the Armed Forces of the United States and to protect and improve the lives of the people of Hawaii and the region. Honolulu District is responsible for major military design and construction, civil works, international and interagency support, real estate services to the Army and Air Force, regulatory work, environmental services and emergency management.
A highly motivated staff supported U.S. Army military construction, transformation and Army initiatives on Hawaii Army posts that included barracks renewal on Wheeler Army Air Field and renovation of several historic quadrangles (Quads) on Schofield Barracks.
The U.S. Army Garrison Hawaii, Corps of Engineers and several contractors also joined forces to start construction of two state-of-the-art, energy-efficient barracks and began construction of a new Warrior in Transition barracks and complex at Schofield Barracks.
In January 2012, the District awarded a contract for the construction of a Central Vehicle Wash Facility at Schofield Barracks; in July for the Combat Aviation Brigade (CAB) Infrastructure, Phase 1 at Wheeler Army Airfield; and in September awarded a contract for the Training Support Center Upgrade at Schofield Barracks.
In March 2012, the District awarded a contract for construction of a Child Development Center at Fort Shafter and in April 2012 participated in the groundbreaking for the future headquarters of the U.S. Army Pacific (USARPAC) at Fort Shafter. Also awarded in March was a contract for the American Battle Monuments Commission’s Vietnam Pavilion at the National Cemetery of the Pacific. Project completion was celebrated with a ribbon-cutting ceremony on Veterans Day.
Honolulu District deployed the eight-person 565th Engineering Detachment Forward Engineer Support Team-Advance (FEST-A) in May 2012 in support of Overseas Contingency Operations in Afghanistan.
Lt. Col. Thomas D. Asbery became the 68th commander of the Honolulu District on July 18, 2012, relieving Lt. Col. Douglas B. Guttormsen. Asbery commands an organization of about 325 engineers, scientists and support staff serving the Pacific Region, including Hawaii, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands and Kwajalein in the Republic of the Marshall Islands.
In August, the District and the Asia-Pacific Center for Security Studies (APCSS) celebrated the official opening of Maluhia Hall, a new $12.7 million state-of-the-art learning center. Honolulu District awarded the contract and managed the construction of the facility.
Honolulu District is proud to have supported U.S. Army Garrison-Hawaii with the award of numerous contracts throughout FY12. The benefit to our Soldiers and families is immeasurable.
Major military construction contracts awarded in 2012 included:
• a $54.7 million contract to David Boland, Inc, Titusville, Fla. for the construction of Combat Aviation Brigade (CAB) Infrastructure, Phase 1, Wheeler Army Airfield;
• a $28.3 million contract was awarded to Watts Constructors, LLC for the construction of the Central Vehicle Wash Facility, Schofield Barracks;
• a $46.7 million contract to Niking Corporation for the construction of the USARPAC Command and Control Facility, Phase 1, Fort Shafter;
• a $21.1 million contract to Nan, Inc for Flood Mitigation Structures, Fort Shafter Flats;
• a $13.1 million contract to SRB International LLC for construction of the Training Support Center Upgrade, Schofield Barracks;
• a $ 11.7 million contract to Cutting Edge Concrete Services, Inc for F-22 Combat Aircraft Parking Apron, Joint Base Pearl Harbor-Hickam; and
• a $9.57 million contract to 57 Builders, Ltd. for construction of a Child Development Center, Fort Shafter.
Throughout the year the District also awarded numerous contracts for work in American Samoa, Kwajalein in the Republic of the Marshall Islands, the Republic of Palau and in the Hawaiian islands.
