Lt. Col. Douglas B. Guttormsen, U.S. Army Corps of Engineers Honolulu district commander, recently attended the Association of Pacific Ports (APP) winter conference at Ko'olina on Oahu and presented a briefing called, the "U.S. Army Corps of Engineers: Your Partner in the Pacific."
