Command Sergeant Major Zachary R. Plummer assumed duties as the U.S. Army Corps of Engineers-Pacific Ocean Division Command Senior Enlisted Leader in June 2025. In his appointed role, he supports four districts across the Pacific, in Honolulu, Japan, Korea, and Alaska. He provides advice and counsel to the Commanding General and senior staff on all matters affecting the operation of the organization. He represents the command to customers and stakeholders supported by the Division. Additionally, CSM Plummer is responsible for the professional development, discipline, morale, and quality of life of all Soldiers and Civilians assigned to the Division.

CSM Plummer was born in Reno, NV, and enlisted into the Army in August 1999, as a Combat Engineer. He attended One Station Unit Training at Fort Leonard Wood, MO.
In his previous position, he served as the United States Army Engineer School Command Sergeant Major. His stateside assignments include the 555th Engineer Brigade Joint Base Lewis-McChord, WA, Sergeants Major Academy, Fort Bliss, TX, United States Army Special Operations Command, Fort Bragg, NC, 20th Engineer Brigade Fort Bragg, NC, 3-13th Infantry Battalion Fort Jackson, SC, 73rd Engineer Company Fort Lewis, WA and the 14th Engineer Battalion Fort Lewis, WA.

CSM Plummer’s overseas assignments include the 15th Engineer Battalion Grafenwöhr, Germany, and Aco 44th Engineer Battalion Camp Howze, Korea. CSM Plummer has deployed in support of Operation Iraqi Freedom and Operation Enduring Freedom.

CSM Plummer’s awards and decorations include the Legion of Merit (2nd Award), Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (2nd Award), Joint Service Commendation Medal (2nd Award), Army Commendation Medal (5th Award), Army Achievement Medal (2nd Award), Army Good Conduct Medal (8th Award), National Defense Medal, Afghanistan Campaign Medal (two bronze Stars), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal, NCO Professional Development Ribbon (6th Award), Army Service Ribbon, Overseas Service Ribbon (3rd Award) NATO Medal, Joint Meritorious Unit Award, Valorous Unit Award, Drill Sergeant Identification Badge, Combat Action Badge, Sapper Tab, Senior Parachutist Badge, Drivers Badge (wheel) and, recipient of the Silver Order of the de Fleury Medal.

CSM Plummer’s military education includes all levels of the Noncommissioned Officer Education System, Master Resilience Training Course, Jumpmaster School, Enlisted Combat Skills Course, Survival, Evasion Resistance and Escape Course, Battle Staff Course, Basic Airborne School, Counter Explosive Hazard Planning Course, Drill Sergeant School, and Sapper Leader Course.

CSM Plummer earned an Associate degree in General Studies from Central Texas University and Bachelor of Liberal Arts degree from Excelsior College.
