Honolulu District Awards $316.1 Million in FY12 Contracts in Hawaii, Pacific Region

FORT SHAFTER, Hawaii - The U.S. Army Corps of Engineers Honolulu District recently completed a very successful Fiscal Year 2012 (FY12) during which 506 contract actions were awarded totaling $316,128,089.00. Total awards for FY12 during the fiscal year-end (Sept. 2012) totaled $91,137,008.00 from 129 contract actions.

Honolulu District contract actions signify the Corps' commitment to provide high-quality facilities to the Armed Forces of the United States and to protect and improve the lives of the people of Hawaii and the region.

Significant Corps contracts awarded in FY12 included:

W9128A-12-C-0009, Combat Aviation Brigade (CAB) Infrastructure, Phase 1, Wheeler Army Airfield, Oahu, Hawaii was awarded as a firm-fixed-price contract on June 29, 2012 to David Boland, Inc, Titusville, Fla., for $54,772,000.00. Work will be performed in Wheeler Army Airfield with an estimated completion date of April 26, 2015.  The Invitation for Bids (IFB) was posted to FedBizOpps with six bids received.

W9128A-12-C-0003, FY11 Military Construction Army (MCA) Project Number (PN) 65650 USARPAC Command and Control Facility, Phase 1, Fort Shafter, Oahu, Hawaii was solicited as an unrestricted IFB and awarded Feb. 28, 2012 to Niking Corporation, Wahiawa, Hawaii in the amount of $46,780,000.00.  The IFB was solicited via FedBizOpps with 10 bids received.

W9128A‐12‐C‐0001, FY12 MCA PN59581, Central Vehicle Wash Facility, Schofield Barracks, Oahu, Hawaii was solicited as an unrestricted IFB and awarded  Jan 27, 2012 to Watts Constructors, LLC for $28,300,000.00.  The IFB was solicited via FedBizOpps with 14 bids received.

W9128A-12-C-0019, FY11 MCA PN56024 Flood Mitigation Structures, Fort Shafter Flats, Oahu, Hawaii was awarded in a firm-fixed-price contract Sept. 25, 2012 to Nan, Inc., Honolulu, Hawaii for $21,105,273 (Total Base Schedule Plus Option 1). The Request for Proposals (RFP) was posted to FedBizOpps with three proposals received.

W9128A-12-C-0013, FY11 MCA PN64760 Training Support Center Upgrade, Schofield Barracks, Oahu, Hawaii was awarded as a firm-fixed-price contract  Sept. 19, 2012 to SRB International LLC, Kaneohe, Hawaii for $13,310,008 (Total Base Schedule Plus Options 1 & 2).  The IFB was issued on FedBizOpps with 13 bids received.

W9128A-12-C-0007, FY2012 PN KNMD069216, F-22 Combat Aircraft Parking Apron, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii was awarded as a firm-fixed-price contract on July 13, 2012 to Cutting Edge Concrete Services, Inc., Oro Grande, Calif., for $11,714,086.00 (Total Base Schedule Plus Options 3, 4, 5). The award will provide for the construction of a 15,000-square-yard parking apron for the F-22 combat aircraft.  Work will be performed in Joint Base Pearl Harbor-Hickam, Hawaii, with an estimated completion date of July 31, 2013.  The RFP was issued on FedBizOpps with five proposals received.

W9128A-12-C-0002, FY12 MCA PN64967 Child Development Center, Fort Shafter, Oahu, Hawaii was awarded as a firm-fixed-price contract on Feb. 27, 2012 to 57 Builders, Ltd., Honolulu, Hawaii for $9,573,118.00. Work will be performed in Fort Shafter, with an estimated completion date of Dec. 1, 2013.  The IFB was issued on Fed BizOpps with 13 bids received.

W9128A-09-D-0002 Task Order 0014 for Munitions & Explosives of Concern Removal Action & Supporting Functions, Former Waikoloa Maneuver Area, Area D, Waimea, Island of Hawaii was solicited to Environet, Inc, a SBA-certified Hub Zone firm under Single Award Task Order Contract (SATOC) W9128A-09-D-0002 and awarded July 31, 2012 in the amount of $8,111,041.13.

W9128A-12-C-0004, American Battle Monuments Commission, Vietnam Pavilions, National Cemetery of the Pacific, Oahu, Hawaii was solicited as a sole source 8(a) procurement and awarded March 20, 2012 to Innovative-Mira Joint Venture (IM JV LLC), Aiea, Hawaii in the amount of $4,144,500.00.

W9128A-12-D-0001, Indefinite Delivery Architect-Engineer (Mechanical) Services Contract with the U.S. Army Corps of Engineers, Honolulu District for the Design of Miscellaneous Projects in the Pacific Region was competitively solicited as a RFP small business set-aside via FedBizOpps and awarded Feb. 3, 2012 to Mechanical Enterprises, Inc., Honolulu in the not-to-exceed (NTE) amount of $3,000,000.00.

W9128A-12-C-0008, PN ER-AQ-ER0-1 (22) Tsunami Repair of Route 005 Fagasa Village (Fagatele), American Samoa was solicited as an unrestricted IFB and awarded Aug. 18, 2012 to McConnell Dowell (American Samoa) Limited, American Samoa, in the amount of $2,658,742.00 (Total Base plus Options 1 and 3).  The IFB was issued via FedBizOpps with two bids received.

W9128A-12-C-0014, Aunu'u Small Boat Harbor O&M Repair Project was solicited as an unrestricted IFB and awarded Sept.14, 2012 to McConnell Dowell (American Samoa) Limited, American Samoa in the amount of  $1,543,773.00.  The IFB was issued via FedBizOpps with two bids received.

W9128A-10-D-0006 Task Order 0007, Waiahole Reservoir System, Reservoirs 155 and 225, Kunia, Hawaii was solicited to HDR Engineering, Inc. dba HDR Hawaii Pacific Engineers under Indefinite Delivery Architect-Engineering (A-E) Services contract W9128A-10-D-0006 and awarded July 31, 2012 in the amount of $1,326,124.00.

W9128A-11-D-0005 Task Order 0002, FY12 Kiddie Pool at Base Pool, Marine Corps Base Hawaii, Kaneohe Bay, Hawaii was solicited competitively amongst 11 contractors under Multiple Award Task Order Contract (MATOC) for Construction Services to include Design Build Construction Services within the Honolulu District Area of Responsibility and awarded Sept. 20, 2012 to Washington Patriot Construction, LLC, Gig Harbor, Wash. in the amount of $383,632.00.

W9128A-11-D-0009 Task Order 0002, FY12 OMA Pkg. A-017, Mitigate Flooding at Fernandez Hall, Bldg 580, Schofield Barracks, Hawaii, was solicited competitively amongst 11 contractors under MATOC for Construction Services to include Design Build Construction Services within the Honolulu District Area of Responsibility and awarded Sept. 25, 2012 to RWT LLC, Provo, Utah in the amount of $679,642.00.

W9128A-11-D-0012 Task Order 0004, FY12 OMA Pkg., A-001, Reroute and Replace Waterline, Aliamanu Military Reservation, Oahu, Hawaii was solicited competitively amongst 11 contractors under MATOC for Construction Services to include Design Build Construction Services within the Honolulu District Area of Responsibility and awarded June 1, 2012 to Blackhawk Ventures, LLC, San Antonio, Texas in the amount of $728,100.00.

W9128A-12-C-0021, FY12 Operation and Maintenance, Army (OMA) Pkg. A-014, Replace Parking Lot Lights for Quads I, J, K Schofield Barracks, Hawaii was solicited as a sole source 8(a) procurement and awarded Sept. 26, 2012 to Elite Pacific Construction, Inc., Kaneohe, Hawaii in the amount of $656,090.00.

W9128A-12-C-0024, FY12 OMA Pkg. A-018 Repair HVAC System, Bldgs.1543/1547, Fort Shafter, Hawaii was solicited as a sole source 8(a) procurement and awarded Sept. 27, 2012 to Nakasato Contracting, LLC, Honolulu, Hawaii in the amount of $275,022.32.

W9128A-12-C-0022, FY12 OMA Pkg. A-029 Renovate Bldg 556, Schofield Barracks, Oahu, Hawaii was solicited as a sole source 8(a) procurement and awarded Sept. 27, 2012 to Alutiiq Diversified Services, LLC, Honolulu, Hawaii in the amount of $3,836,553.00.

W9128A-12-C-0027, FY12 Rehabilitation of Damaged Flood Control Works, Hanapepe River at Hanapepe, Island of Kauai, Hawaii was solicited as a sole source Small Business HUBZone set-aside and awarded Sept. 27, 2012 to Earthworks Pacific Inc, Lihue, Hawaii in the amount of $1,856,000.00.

On August 31, 2012, San Juan Construction Inc., Montrose, Colo. (W9128A-12-D-0010); Marshall Islands Builder JV, Honolulu, Hawaii, (W9128A-12-D-0011); and Nan Inc., Honolulu, Hawaii, (W9128A-12-D-0012); were awarded a $49,000,000 firm-fixed-price Multiple Award Task Order Contract (MATOC) .  The award will provide for the construction services at the U.S. Army Kwajalein Atoll/Reagan Test Site.  Work location will be determined with each task order with an estimated completion date of Aug. 31, 2017.  The RFP was issued via FedBizOpps with six proposals received.

W9128A-12-D-0012 Task Order 0002 for FY12 ECIP PN 078658 468 KW Solar Photovoltaic System, Kwajalein Atoll was solicited competitively amongst three contractors under MATOC for Design-Bid-Build and Design-Build Construction Services at the U.S. Army Kwajalein Atoll / Reagan Test Site (USAKA/RTS) and awarded on Sept. 20, 2012 to Nan, Inc., Honolulu, Hawaii in the amount of $3,189,340.00.

W9128A-12-D-0010 Task Order 0002, FY12 UMMCA PN 80026 Sludge Drying Beds, Secondary Waste Water Treatment Facility, Kwajalein Atoll was solicited competitively amongst three contractors under MATOC for Design-Bid-Build and Design-Build Construction Services at the U.S. Army Kwajalein Atoll / Reagan Test Site (USAKA/RTS) and awarded Sept. 28, 2012 to San Juan Construction Inc., Montrose, Colo., in the amount of $1,399,217.00.

W9128A-12-D-0012 Task Order 0003, FY12 Research, Development, Test & Engineering (RDT&E) Repair Water Treatment Plant, FAC#933, Kwajalein Atoll was solicited competitively amongst three contractors under MATOC for Design-Bid-Build and Design-Build Construction Services at the U.S. Army Kwajalein Atoll / Reagan Test Site (USAKA/RTS) and awarded Sept. 27, 2012 to Nan Inc, Honolulu, Hawaii in the amount of $3,488,634.65.

W9128A-12-D-0010 Task Order 0003, FY12 RDT&E Miscellaneous and Electrical Repairs to Hospital FAC#603, Kwajalein Atoll was solicited competitively amongst three contractors under Multiple Award Task Order Contract (MATOC) for Design-Bid-Build and Design-Build Construction Services at the U.S. Army Kwajalein Atoll / Reagan Test Site (USAKA/RTS) and awarded Sept. 28, 2012 to San Juan Construction Inc., Montrose, Colo., in the amount of $2,134,707.00.

W9128A-10-D-0006 Task Order 0008, Repair Bucholz Army Airfield (BAAF), Kwajalein Island and Dyess Army Airfield (DAAF), Roi-Namur, U.S. Army Kwajalein Atoll (USAKA) - Conceptual Phasing Plan and 35% Design was solicited to HDR Engineering, Inc. dba HDR Hawaii Pacific Engineers under Indefinite Delivery Architectural-Engineering (A-E) Services contract W9128A-10-D-0006 and awarded Sept. 26, 2012 in the amount of $3,263,833.00.

NCASI JV, L.L.C., Honolulu, Hawaii, (W9128A-12-D-0007); and Performance Systems Inc., Waipahu, Hawaii, (W9128A-12-D-0008); were awarded a $49,000,000 firm-fixed-price multiple-award-task-order contract Aug. 23, 2012.  The award will provide for the construction services for various facilities on the island of Oahu.  Work location will be determined with each task order with an estimated completion date of Aug. 23, 2017.  The RFP was issued on FedBizOpps with 16 proposals received. 

W9128A-12-C-0026, Palau Compact Road Repair Project was solicited as an unrestricted RFP with the best value evaluation selection criteria of Lowest Price Technically Acceptable proposal.  The contract was awarded Sept. 30, 2012 to Trade West Construction Inc., Mesquite, NV, in the amount of $4,895,900.00.

W9128A-12-C-0023, FY12 ECIP PN 78346 Solar Electric System, Wailuku, Maui, Hawaii was solicited as a sole source 8(a) procurement and awarded Sept. 28, 2012 to Dean S. H. Pak Incorporated, Waipahu, Hawaii, in the amount of $1,502,586.94.

In support of its Small Business Program, the Honolulu District awarded $152.6 million or 51% of its total FY12 new contract and task order dollars to small businesses. This exceeds the yearly Corps of Engineers’ small business contract award goal of 43%.

The basis of the Small Business Program is to ensure that small businesses have the maximum opportunity to win Department of Defense (DOD) contracts which is basic to the economic well-being and security of the nation. This status cannot be achieved without the ability to set aside procurements for the purpose of encouraging and developing small businesses to grow and prosper. Contracting with these firms strengthens the economy, generates competition, lowers overall costs, creates innovations, provides more jobs than any other sector, and enhances good business practices.

We are proud to have supported U.S. Army Garrison-Hawaii with the award of numerous contracts throughout FY12. The benefit to our Soldiers and families is immeasurable.  Full procurement details are above.

Major military construction contracts awarded included:

• a $54.7 million contract to David Boland, Inc, Titusville, Fla. for the construction of Combat Aviation Brigade (CAB) Infrastructure, Phase 1, Wheeler Army Airfield;

• a $28.3 million contract was awarded to Watts Constructors, LLC for the construction of the Central Vehicle Wash Facility, Schofield Barracks;

• a $46.7 million contract to Niking Corporation for the construction of the USARPAC Command and Control Facility, Phase 1, Fort Shafter;

• a $21.1 million contract to Nan, Inc for Flood Mitigation Structures, Fort Shafter Flats;

• a $13.1 million contract to SRB International LLC for construction of the Training Support Center Upgrade, Schofield Barracks;

• a $ 11.7 million contract to Cutting Edge Concrete Services, Inc for F-22 Combat Aircraft Parking Apron, Joint Base Pearl Harbor-Hickam; and

• a $9.57 million contract to 57 Builders, Ltd. for construction of a Child Development Center, Fort Shafter.
