FORT SHAFTER, Hawaii - The U.S. Army Corps of Engineers Honolulu District recently completed a very successful Fiscal Year 2014 (FY14) during which 569 contract actions were awarded totaling $315,114,308.
Honolulu District contract actions signify the Corps' commitment to provide high-quality facilities to the Armed Forces of the United States and to protect and improve the lives of the people of Hawaii and the region. The benefit to our Soldiers and families is immeasurable. Honolulu District is committed to building projects which improve the quality of life for servicemembers and their families as well as providing jobs which stimulate the local economy.
Significant Corps contracts awarded in FY14 included:
NAN-Samsung LLC, Honolulu, Hawaii, was awarded a $69,749,203 firm-fixed-price competitive contract W9128A-14-C-0002 May 13, 2014 for construction of the Combat Aviation Brigade Complex, Phase 2, Wheeler Army Airfield, Oahu, Hawaii, with an estimated completion date of Jan. 10, 2017. Bids were solicited via the internet with 19 received. Fiscal 2013 military construction funds in the amount of $69,749,203 were being obligated at the time of the award.
Washington Patriot Construction, LLC, Gig Harbor, Washington, a Service Disabled Veteran Owned Small Business, was awarded Task Order No. 0003 under Multiple Award Task Order Contract W9128A-11-D-0005, Sept. 24, 2014, FY13 OMA Pkg. A-008, Repair Boiler Plant, Building 2800, Schofield Barracks, Oahu, Hawaii for $3,370,000.
Washington Patriot Construction, LLC, Gig Harbor, Washington, a Service Disabled Veteran Owned Small Business, was awarded Task Order No. 0004 under Multiple Award Task Order Contract No. W9128A-11-D-0005 Sept. 26, 2014, Pkg. A-02, Regional Cyber Center, Pacific Renovation Building 520, Fort Shafter, Oahu, Hawaii for $962,443.00.
D Square Construction, LLC and Au’ Authum Ki, Inc., a Joint Venture, Tucson, Arizona, and a Service Disabled Veteran Owned Small Business, was awarded Task Order No. 0005 under Multiple Award Task Order Contract No. W9128A-11-D-0013, Sept. 29, 2014 for the FY14 OMA Repair Storm Water System Vicinity Nehelani Building 2060, Schofield Barracks, Oahu, Hawaii for $3,853,559.00.
San Juan Construction, Inc, Montrose, Colorado, a Small Business, was awarded Task Order No. 0004 under Multiple Award Task Order Contract No. W9128A-12-D-0010 (Base Schedule plus Options 1 through 8) Sept. 30, 2014 for PN 85328 Repair Building 602, Shipping and Receiving General Purpose Warehouse, U.S. Army Kwajalein, Kwajalein Atoll, Republic of the Marshall Islands for $17,150,554.00.
Pioneer Contracting Company, Limited, Wahiawa, Hawaii, a Small Business, was awarded Task Order No. 0003 under Multiple Award Task Order Contract W9128A-13-D-000100 (Base Schedule Plus Options 2, 3, and 10) Sept. 30, 2014, for the FY14 Health Clinic Repairs and Surveys, Schofield Barracks, Oahu, Hawaii for $2,851,064.
Performance Systems, Inc., Waipahu, Hawaii, a Small Business, was awarded Contract No. W9128A-14-C-0021 (Base plus Option No. 1) on Sept. 30, 2014 for FY14 PN85819, Repair Building 1492, Schofield Barracks, Oahu, Hawaii for $11,572,670.00.
Niking Corporation, Wahiawa, Hawaii, a Small Business, was awarded Contract No. W9128A-14-C-0022 (Base plus all options), Sept. 30, 2014 for FY14 A-05 Repair Substation Switchgear, Aliamanu Military Reservation, Oahu, Hawaii for $5,735,606.00. A total of two (2) offers were received.
Atwood Hay Inc, Roseville, California, a Woman Owned Small Business, was awarded Contract No. W9128A-14-C-0023 Sept. 30, 2014 for FY14 OMA Pkg. A-09, Replace Overhead Electrical Lines, Aliamanu Military Reservation, Oahu, Hawaii for $4,728,518.00.
EPC Services Inc, Waipahu, Hawaii, a Small Business, was awarded contract W9128A-14-C-0025 Sept. 30, 2014, for 9th Theater Sustainment Group Army Reserves Facilities, Tafuna, American Samoa for $1,933,288.00.
NAN, Inc., Honolulu, Hawaii was awarded contract W9128A-12-D-0012 Task Order Number 0004, Sept. 30, 2014 for FY 13, UMMCA PN 81462 Diesel Oil/JP8 Storage, Above Ground Bulk, Roi Namur, Kwajalein Atoll, Republic of the Marshall Islands for $1,650,000.00.
San Juan Construction, Inc., a Small Business, was awarded contract W9128A-12-D-0010 Task Order Number 0005 (Total Base Schedule plus Option 0002), Sept. 30, 2014, FY14 PN082371 Electric Power Plant, Kwajalein Atoll, Republic of the Marshall Islands for $1,619,605.00.
Blackhawk Ventures, LLC, San Antonio, Texas, a Service Disabled Veteran Owned Small Business, was awarded Contract W9128A-12-D-0012 Task Order 0007, Sept. 30, 2014, FY14 OMA Pkg. A019, QUTM Repair Various Waterlines (Total Base Schedule plus Option One), Fort Shafter, Oahu, Hawaii for $3,593,000.
During FY14 the District completed 16 projects including three unaccompanied enlisted personnel housing units – one each at Schofield Barracks, Helemano Military Reservation, and Tripler Army Medical Center - and the Warriors in Transition Barracks and Complex at Schofield. The District placed $262.1 million for Military Construction, Operations & Maintenance (OMA), and Civil Works/Interagency and International Services (IIS) in construction.
Throughout FY14 the District continued to work on many civil works projects and studies throughout Hawaii and the Pacific Region, including the Ala Wai Canal Flood Risk Management Project and the Ridge to Reef initiative within the west Maui watershed. Our regulatory branch completed 549 regulatory actions, a 12% increase from FY13. The FUDS program within our environmental branch continued its diligence with ordnance removal and studies throughout the Pacific. The District also completed 69 project Independent Technical Reviews for the Pacific Ocean Division to our regional sister District - Far East District, Japan District, and Alaska District.
In support of its Small Business Program, the Honolulu District awarded just over $167 million or 54.23% of its total FY14 new contract and task order dollars to small businesses. This exceeded the yearly U.S. Army Corps of Engineers small business contract award goal of 43.30%.
In addition we exceeded our goals in the following Small Business subcategories:
Small Disadvantage Business: 43.07% (Goal was 18%)
Historically Underutilized Business Zones: 4.7% (Goal was 7%)
Woman Owned Small Businesses: 8.5% (Goal was 5%)
Service Disabled Veteran Owned Small Businesses: 5% (Goal was 4%)
The Small Business Program is structured to provide small businesses with enhanced opportunity to acquire Department of Defense (DOD) contracts. Procurements are often set aside for the purpose of encouraging and developing small businesses to grow and prosper. Contracting with these firms strengthens the economy, generates competition, creates innovations, provides more jobs than any other sector, and enhances good business practices.
