Mr. Gary Kitkowski, P.E.

Gary Kitkowski is the  Chief of Regional Business Directorate for the Pacific Ocean Division, U.S. Army Corps of Engineers.  He provides leadership and direction for the Division and its four subordinate districts to operate as a Regional Business Center.  He is responsible for executing strategic planning, corporate objectives and regionalization initiatives for a program exceeding $3.0 billion, which covers one-third of the earth’s surface, including the Asia-Pacific region, and includes approximately 1,700 active duty military, U.S. civilians and foreign nationals.  As a member of the National Management Board, Mr. Kitkowski also provides corporate leadership for the U.S. Army Corps of Engineers.

From February 2006 to October 2014 Mr. Kitkowski served as Chief, Programs & Project Management Division, Japan Engineer District, U. S. Army Corps of Engineers, headquartered near Tokyo at Camp Zama, Japan.  He led execution of military construction and host nation construction programs exceeding $2.0 billion as the Department of Defense design and construction agent for all U.S. forces in Japan in support of U.S. military installations through engineering, environmental services, design and construction management.

From July 2004 to February 2006 Mr. Kitkowski served as Chief, Engineering and Construction Division, Japan Engineer District.  From December 1998 to July 2004, he served as Senior Program Manager and Team Leader for the Pacific Ocean Division (POD) for all DoD programs (except Army) in Alaska, Hawaii, Japan and Korea, and the Host Nation programs in Japan and Korea.  The programs included DoD Medical, Missile Defense Agency, Defense Logistics Agency, Defense Energy Support Center, Air Force, Navy, Marines, Defense Commissary Agency, and DoD Education Activity.

In 1998 Mr. Kitkowski held the position of Chief of Construction-Operations Division in the Directorate of Engineering and Technical Services for POD.  Between 1992 and 1998 he served in numerous positions as Chief of Programs and Project Management (PPM) Division, PPM Directorate in POD; Deputy District Engineer for PPM in Honolulu Engineer District; and Deputy Director of PPM Directorate in POD.  From 1990 to 1992 he was Area Engineer for the Hawaii Area Office in Honolulu Engineer District, and from 1988 to 1990 he was Deputy Area Engineer/Chief, Quality Assurance Branch, Hawaii Area Office.  From 1986 to 1988 he served as Resident Engineer for Iwakuni Resident Office at Japan Engineer District.

Mr. Kitkowski holds a Bachelor of Science degree in Civil Engineering from the University of Hawaii.  He is a registered Professional Engineer in California and a member of the Society of American Military Engineers and the American Society of Civil Engineers.  He has received numerous awards in his career, including the Army Superior Civilian Service Award and the Bronze Order of the de Fleury Medal.
